  • This column includes decisions, orders and directives issued by the ministries, commissions or agencies under the State Council of the PRC. Most of them have compulsory effects as laws do.

  • the Judicial interpretations and the directives issued by the State Council or the departments thereof is always marked by Document Number for convenience in filing. A document number generally consists of the Mandarin phonetic abbreviation of the promulgation agency, the promulgation year and serial number.
     
  •  GAQSIQ
  • Is the abbreviation of General Administration of Quality Supervision, Inspection and Quarantine. GAQSIQ was founded in Apr. 2001, on the basis of former State Entry 每Exit Inspection and Quarantine Bureau (SEEIQB) and State Quality and Technology Supervision Bureau (SQTSB). GAQSIQ is a legal executive authority directly under the State Council and responsible for quality supervision, entry 每exit commodities inspection, entry 每exit hygiene and quarantine, entry 每exit animals and plants quarantine, certification and accreditation, etc.

  • This column includes any piece of legislation that is enacted by the National People's Congress (NPC) and its Standing Committee. No matter the form or title of the legislation, it has the force of law.
     
  •  MOA, MOC, SAIC, SEPB
  • Are the abbreviations of Ministry of Agriculture, Ministry of Commerce, State Administration for Industry and Commerce, State Environment Protection Bureau, respectively.
     
  •  MOH
  • Is the abbreviation of the Ministry of Health.
     
  •  NPC
  • Is the abbreviation of the National People's Congress of the People's Republic of China.
    The NPC is the highest institution of state power and together with its permanent body -- the Standing Committee of the NPC, exercise the legislative power of the state. The NPC enacts and amends criminal, civil, and state organic laws and other basic laws. The Standing Committee of the NPC enacts and amends laws other than those to be enacted by the NPC. while the NPC is not in session, the Standing Committee thereof partially amends and supplements laws enacted by the NPC, provided that the basic principles of these laws are not contravened.
     
  •  Regulations of the Departments of the State Council
  • This column includes regulations enacted by the ministries, commissions or agencies under the State Council. They are, in general, more limited in nature and their application is generally within the sphere of the function of the ministry in question. Most of them have compulsory effects as laws do. In China, the State Food and Drug Administration is in charge of the administration of food, drug and cosmetic products together with the Ministry of Health, the General Administration of Quality Supervision, Inspection and Quarantine, the State Administration for Industry and Commerce, etc.
     
  •  Regulations of the State Council
  • This column includes administrative rules and regulations enacted by the State Council of the PRC and applied nationwide. They deal with specific matters supplementing to the laws adopted by the NPC and its Standing Committee, which are always general in nature.
     
  •  SDA
  • Is the abbreviation of the State Drug Administration. The State Drug Administration's name changed to the State Food and Drug Administration on April 16, 2003, with added supervision and administration functions in food and cosmetics, which were transferred from the Ministry of Health.
     
  •  SEECIB
  • Is the abbreviation of State Entry 每Exit Commodities Inspection Bureau, which was founded in 1980 and substituted by State Entry 每Exit Inspection and Quarantine Bureau (SEEIQB) in Mar. 1998.
     
  •  SFDA
  • Is the abbreviation of the State Food and Drug Administration.  SFDA was founded on the basis of its former counterpart, SDA, and got its current name on April 16, 2003. SFDA is responsible for protecting the public health by assuring the safety, efficacy, and security of drugs, biological products, medical devices, food supply and cosmetics. As a direct part of the State Council, SFDA has regulatory and legal enforcement functions in the supervision of foresaid fields.
     
  •  State Council
  • The State Council is the executive body of the highest organ of state power and the highest organ of state administration. It is also vested with legislative power. While exercising that power the State Council may adopt administrative measures, enact administrative rules and regulations and issue decisions and orders in accordance with the Constitution and the law.
