On July 13, 2004, Zheng Xiaoyu, Commissioner of the State Food and Drug Administration (SFDA), signed the Order No. 11 of SFDA-- Provisions for the Lot Release of Biological Products, which shall go into effect as of the date of promulgation.

The Provisions comprises chapters on General Provisions; Application; Test, Check and Release; Re-check; Supervision and Penalty; and Supplementary Provisions. (2004-07-23)
